West Winds Campground is ideal for off-road vehicle lovers, with year-round access to nearly 1,100 acres of coastal sand dunes. The 18-site campground is part of the Sand Lake Recreation Area and home to a sand dune playground. Parking aprons are paved. Campground amenities include drinking water and flush toilets. PLEASE RESERVE YOUR SITE BEFORE ARRIVAL!!! LIMITED CELL PHONE SERVICE!!! Please contact the Hebo Ranger Station if you have any questions (503) 392-5100 we are open Monday - Friday 8 AM - 4 PM except on federal holidays. Keep reading
Recreation
Off-road vehicle riding is the primary attraction for campers. The nearby Sand Lake Estuary offers fishing, swimming, crabbing, kayaking, hiking, and wildlife viewing. The near-natural state of the 900-acre estuary provides a home to many species of waterfowl.
Facilities
Parking spots are paved. Campground amenities include drinking water and flush toilets and garbage pick-up. There are 18 total sites. There is limited cell phone service a cell phone booster is located at the kiosk.
Natural Features
The climate has strong marine influences with cool summers and moderate winters. The Sand Lake Area includes 1,076 acres of open sand dunes, surrounded by forests, adjacent to the Pacific Ocean.

Planning ahead for Fourth of July? Sand Lake Recreation Area will have a ticket system from Friday, July 3 through Sunday, July 5, 2026. Visitors will need a vehicle ticket or a reservation at a developed campground. Campsite vehicle parking limits will be strictly enforced. Who keeps the booking fee
The agency’s own policy text says the reservation fee and the cancellation processing fee are “retained by the reservation service contractor”, and that a campground concessionaire will decline to refund them because “they did not receive these fees”. Recreation.gov is run under contract by Booz Allen Hamilton. What share of your booking fee the contractor keeps isn’t published in any federal dataset we can read, so we print no number for it. TillicumSiuslaw National Forest · 10 miTo Access from Pacific City, OR: From Highway 101 take Brooten Road into Pacific City. Turn left onto Pacific Ave at the four way stop. Drive over the bridge and turn right onto Cape Kiwanda Drive. Follow Cape Kiwanda Drive for 2.3 miles and then bear left when it changes to Sandlake Road (County Road 871). Stay on Sandlake Road for 5.2 miles and then turn left onto Galloway Road. Follow Galloway Road for 2.3 miles Once you enter Sandlake Recreation Area continue straight and the entrance for West Winds Campground should be on the last right before the sand dunes.
To Access from Tillamook, OR: Follow Highway 101 south for 11 miles to Sandlake Road (County Road 871). Turn right onto Sandlake Road and travel 4 miles to a stop sign. Turn left to stay on Sandlake Road, and then travel for 1 mile to Galloway Road. Turn right onto Galloway Road and follow it for 2.3 miles to the entrance of Sandlake Recreation Area. Once you enter Sandlake Recreation Area continue straight and the entrance for West Winds Campground should be on the last right before the sand dunes
